The budget allocation to Telangana Minorities Welfare for the financial year 2026-27 registered a marginal increase of a little over 5%, rising from ₹3,585 crore in the previous fiscal year (2025-26) to ₹3,769 crore. Presenting the budget on Friday (March 20, 2026), Deputy Chief Minister and Finance Minister Mallu Bhatti Vikramarka in his speech outlined a set of welfare measures initiated by the State government for minority communities. These included distribution of 10,000 sewing machines to women and the provision of skill development training to 4,655 youth.
A closer look at the outlay to the department reveals that a substantial portion of the allocation has been earmarked for education. The Telangana Minorities Residential Educational Institutions Society (TGMREIS), which has several thousand school and junior college studying there, received a large share, with ₹723.72 crore allocated towards establishment expenditure such as salaries, ₹625 crore for scheme expenditure, including ₹160 crore towards diet charges.

However, the allocation for reimbursement of tuition fees (RTF) saw a reduction, dropping from ₹300 crore (in 2025-26) to ₹100 crore. Incidentally, the Students Islamic Organisation, an affiliate of the Jamaat-e-Islami Hind, had moved a petition seeking a proper disbursal of pending funds from the previous years.
Meanwhile, the Chief Minister’s Overseas Scholarship Scheme, which provides financial assistance to students securing admission to foreign universities, has been allocated ₹130 crore, unchanged from the previous year.
An allocation of ₹4 crore has been made to the Telangana Minorities Study Circles. Meanwhile, ₹123.15 crore has been earmarked under the PM Jan Vikas Karyakram, which the State utilises for the construction of educational infrastructure such as schools and ITIs.
Days ahead of the Budget session, All India Majlis-e-Ittehadul Muslimeen (AIMIM) Floor Leader in the Telangana Legislative Assembly, Akbaruddin Owaisi, wrote to Chief Minister A. Revanth Reddy seeking a review and implementation of the Congress party’s pre-poll Minority Declaration, stating that several promises remained unfulfilled.
“Even as minorities in the State are expectantly awaiting the implementation of these promises, there is virtually no word from the government on the status and timeline,” Mr. Owaisi said.
He also pointed out that steps towards initiating a minorities sub-plan had not been taken. Further, the proposed ₹1,000 crore annual loan subsidy for unemployed youth and women remains unimplemented. Financial assistance schemes such as Taufa-e-Taleem for students from Class X to Ph. D. have also not been rolled out, he added, noting that amendments to the Telangana Minorities Commission Act are still pending.
